Eligibility Requirements

Washington Electric Vehicle Instant Rebates are available to Washington state residents who:

Purchase or lease an EV from a participating dealer

Find a local participating dealer.

Register the EV at your home address

Register your EV for personal use with the Washington Department of Licensing at a residential address located in Washington State.

Meet income eligibility requirements

You can meet income eligibility requirements if you either A) have a household income at or below the levels shown in the table below; or B) are enrolled in an eligible income-qualified program.

Total household income is based at or below 300% of the current federal poverty level, and is defined as the expected combined pre-tax gross income for any person or group of people within a household. For households with more than eight people, the maximum combined household income is $158,160 +$16,140 for each additional person. A “household” is usually a group of related people who are living together and share common living expenses. Roommates who are no longer considered a dependent for their parents/guardians/family members are considered individual households and should refer to their individual earnings. Common household members are:

  • Spouse who lives with you at least 50% of the year
  • Unmarried domestic partner
  • Dependent children (including adopted and foster children)
  • Non-dependent children under 26 who live with you
  • Children under 21 who you take care of and live with you
  • Non-dependent children or other relatives who live with you
  • Dependent parents who live with you

If you are enrolled in one of the following income-qualified programs you also meet income eligibility requirements for Washington Electric Vehicle Instant Rebates:

  • Washington State Food Assistance Program
  • Apple Health
  • Refuge Cash Assistance
  • Pregnant Women Assistance
  • Aged, Blind or Disabled Cash Assistance
  • Housing and Essential Needs Program
  • Washington State Opportunity Grant
  • Working Connections Child Care
  • ORCA Lift
  • C-Tran Reduced ID
  • Temporary Assistance for Needy Families (TANF)
  • Women, Infants and Children (WIC)
  • Individual Development Account holders
  • Low-Income Home Energy Assistance Program (LIHEAP)

If you don’t meet the criteria above you are not eligible to receive an instant rebate on your EV purchase or lease. You must sign a Customer Eligibility Form at the dealership attesting that your household meets the income requirements. Each person is only eligible for one rebate and no more than three rebates are allowed per residential address.

Individual or business co-signers are permitted but the Department of Licensing application for vehicle registration must list the applicant’s name and not a business name or name of another individual other than the applicant or co-signers.

You are not required to provide any income documentation to dealers to receive a rebate. However, a percentage of all customers will be selected for income verification after they buy or lease an EV. By signing the Customer Eligibility Form you agree to provide any requested documentation (such as income-qualified program enrollment confirmation or authorization to access your tax records) if you are selected for verification.
